These companies are not only creating massive numbers of jobs but also helping businesses and consumers connect more efficiently. They are enabling faster deliveries, supporting small sellers, and driving retail growth across India. The government has been an active supporter of startups, introducing startup policies in India such as Startup India, tax benefits, and simplified compliance processes. These initiatives make it easier for entrepreneurs to launch and scale their businesses. We substantiate this further by looking at the kinds of self-employment which are seeing a rise in the third phase.

  • Given the insignificant share of labour force in the organised formal sector and the enormous size of India’s labour force, relying solely on the organised sector to move labour from low- to high-productivity activities seems unrealistic.
  • The unincorporated non-agricultural sector plays a pivotal role in India’s economy, contributing significantly to employment, GDP, and the broader socio-economic framework.
  • Before we turn to examine these quality dimensions, a few observations about the unemployment rate are in order.

What are the Factors Contributing to the Disconnect between Growth and Employment Generation in India?

New enrollments across the three major social security schemes have seen an increase compared to the same period last year, according to figures released in November. The job market is set to evolve with these advancements, offering opportunities across multiple sectors, from construction and technology to logistics and engineering. By aligning policy measures with employment-centric strategies, India is positioning itself as a global leader in industrial development and digital innovation. By fostering skill development programs and vocational training, the government is ensuring that the labour force is equipped to meet the demands of these emerging sectors. Initiatives like the Skill India Mission and targeted industry partnerships will play a pivotal role in training workers for high-growth industries, further amplifying employment prospects. As India aggressively positions itself as a global hub for electronics and semiconductor manufacturing, job creation in this sector is witnessing an unprecedented rise.

What is an advantage of job enrichment?

Job enrichment strategies can enhance employee engagement and satisfaction by creating more meaningful and fulfilling roles. Employees who experience job enrichment often take on additional responsibilities, gain access to professional development opportunities, and receive more direct feedback on their performance.

The Annual Survey of Unincorporated Sector Enterprises (ASUSE) indicates that the “Other Services” sector alone employed more than 12 crore additional workers between October 2023 and September 2024. This marks an increase of over one crore workers from the previous year, highlighting significant labour market growth. In addition to aggregating and analysing data, the report also expands the definitions of key economic terms. Even as the performance of the government on job creation was under scrutiny, labour statistics themselves were, and are, in disarray.

The COVID-19 pandemic has caused widespread socioeconomic upheaval — the International Labour Organisation predicts 1.6 billion informal economy workers could suffer “massive damage” to their livelihoods, and 81 million jobs have been lost in the Asia Pacific alone. Integrating informal workers into a formal social protection setup with targeted and equal job creation in the growing digital sector, by investing in education, reskilling and retraining, is the need of the hour. India’s economic growth must be better aligned with job creation to ensure that prosperity benefits the entire population.

These industries offer significant potential for employment generation while fostering innovation and boosting productivity. Urbanisation, as a natural complement to manufacturing, can act as a powerful catalyst for economic development. Cities are not just hubs of economic activity; they are engines of creativity, collaboration, and innovation. Historically, urban agglomerations have driven economic transitions by fostering dense networks of production, services, and ideas. For India, a deliberate strategy to develop second- and third-tier cities could help alleviate the pressures on overburdened metros while spreading economic opportunities more evenly.

Purely in terms of quantity – the number of jobs – it would appear that Phase 3 looks the most positive, followed by Phase 1. We divide the period of our analysis (1993–2021) into three sub-periods on the basis of the observed change in employment patterns, that is, looking at the overall quantity aspect of jobs. Between 1993–94 and 2004–05,  roughly a decade, the rise in employment largely kept pace with the increase in population. Even if there are jobs opening up in the cities, our urban infrastructure is hopelessly inadequate to handle a steady stream of rural migrants.

The period spanning 2017–18 to 2021–22 is the third phase where there was a reversal of the previous trend, with the LFPR increasing to 58% in 2021–22 from 52% in 2017–18. The period thus saw a faster rise in the absolute employment levels than the rise in the working-age population. It had a surplus of engineering graduates and managers coincident with a suddenly emerged worldwide demand for software services which allowed it to make its presence felt in that sector. This received a further lift due 10cric to the good reputation built by the Indian diaspora in the Silicon Valley.
